There are three different announcements from the municipality: Evacuation preparation alert (避難準備情報,) Evacuation Advisory (避難勧告,) and Evacuation Directive (避難指示.) Evacuation Directive is the strongest one, and when you hear it, you need to start your evacuation. 　 Level 1: 避難準備情報　(Evacuation preparation alert) Call for the residents from its municipality, especially to the elder people and physically disability people, to prepare for the evacuation. 　　 Level 2: 避難勧告　(Evacuation advisory) Municipality encourages the residents in the area, where could affected by the disaster, to evacuate. 　　 Level 3 避難指示　(Evacuation directive) Municipality demands the residents to evacuate immediately. In order to go to Morioka from Miyako, there are two options now for the public transportation. One is riding a bus for 4 hours by taking the route of Miyako -> Kamaishi -> Morioka.   The other one is the train from Miyako -> Hikime (20 minutes ride,) and 30 - 40 minutes waiting time, then Hikime -> Morioka (2 hours ride.) The total is 3 hours including the waiting time. The earliest train leaves Miyako at 6:35 and gets to Hikime at 6:55. Then there is a bus leaving to Morioka at 7:30, and it gets to Morioka at 9:24.   The latest one from Morioka to Miyako is taking a bus that leaves Morioka at 17:45, and it gets to Moichi at 19:35. The town of Iwaizumi will be accepting volunteers once again starting Tuesday to help with the clean up and recovery efforts.   Check in and register at Iwaizumi Town Hall. If you want to help assist please bring the following items: Water/drinks (for yourself).   Food for yourself. Change of clothes. Shovel Gloves Boots Identification (foreigner's card)   Access to Iwaizumi is limited by access through the village of Tanohata. Miyako city had announced that they do not correct "plastic" and "recycle" waste for a while because they has the wastes made by typhoon as their priority now. City has announced the greeting from the mayor of Miyako saying "Good morning. This is the Mayor Yamamoto. Thank you very much for your hard work of reconstruction for the damages from the typhoon No. 10. There was a mistake on the Iwate nippo, the daily newspaper of Iwate, about the roads that you can use at this point.  They are doing the construction between Moichi and Hikime, therefore you can use the road between Morioka and Hikime, also Hikime to Miyako.  I let you know the updates. Miyako will absolutely recover as how we were before the disaster.  Together, we move forward step by step."

Miyako city has announced some railroad clossing between Miyako station and Kebaraichi station (about 8km towards to Morioka) got system failure, so you cannot go across. Yet, still there are some railroad clossing you can go across such as the one close to Kyatoru, so please use those. Thank you.

You can still reach Tanohata from either the south (Miyako through the Omoto section of Iwaizumi) or the north (Kuji to Tanohata) along Route 45   These are directions from Kuji City Office to Iwaizumi Town Office. Please follow these directions to the point to where you have to turn left onto route 173 from route 45 If coming from the south. Use the blue highlighted route. Once you are on R-7, you just need to go south all the way to Iwaizumi.   

Because the R106 is closed for the damaged from the typhoon No.10, they are having special bus between Miyako and Morioka via Kamaishi. It will take about 4 hours one way, and cost 2,030 yen one way.
